Are you an experienced Procurement Officer, Purchasing Administrator, or Commercial Administrator looking for your next opportunity in Armagh? We are recruiting for a Band 4 Procurement Officer to support the delivery of a high-quality, value for money procurement service to Health and Social Care Northern Ireland (HSCNI).

The Role - Band 4 Procurement Officer (Temporary)
Reporting to the Procurement Team Leader, you will play a key role in delivering sourcing and contracting services in line with HSCNI regulations and ISO 9001 procedures. You will help ensure Service Level Agreement (SLA) and Business Plan objectives are achieved while maintaining strict compliance with public sector procurement standards.
This role is primarily focused on sourcing and contracting for HSCNI customers.
Key Responsibilities
- Proactively review and source goods and services in line with value for money principles
- Purchase goods and services using tendering and quotation processes in accordance with HSCNI procedures.
- Ensure all procurement activity complies with relevant legislation, including European and British Standards
- Provide professional purchasing advice to internal customers on goods and services.
- Operate PC and procurement systems (Outlook, Word, Excel) to deliver an efficient purchasing service.
- Resolve invoice queries in conjunction with HSCNI Finance Departments to ensure prompt supplier payment.
- Respond to supplier queries professionally and efficiently.
- Approve buying orders within delegated authority limits (if required)
- Liaise with PaLS colleagues across all sites on supplies-related matters.
- Monitor supplier performance to ensure contractual compliance.
- Supervise and train Band 3 staff (if required)
- Undertake additional duties appropriate to the Band 4 grade.
Essential Criteria
Applicants must meet one of the following qualification and experience pathways:
1a.
- GCSE Mathematics and GCSE English (A*-C) or equivalent (or higher qualification)
AND - Two A Levels (or equivalent/higher qualification)
AND - 18 months' relevant business/commercial/financial experience*
OR
1b.
- GCSE Mathematics and GCSE English (A-C) or equivalent (or higher qualification)
AND - Primary Degree
AND - 6 months' relevant business/commercial/financial experience*
OR
1c.
- GCSE Mathematics and GCSE English (A-C) or equivalent (or higher qualification)
AND - Minimum of 3 years' relevant experience*, including at least 2 years in a business/commercial/financial environment
*Relevant experience must be within a general commercial/business/financial environment, including clerical and/or administrative work.
Additional Essential Requirement
- Experience using Windows-based software including Microsoft Outlook, Word, and Excel
