Honeycomb Jobs is delighted to be working with our public sector client, to recruit a Head of Policy - Postal Services at Deputy Principal level on a temporary contract until March 2025 based in Belfast.

The Client - Our public sector client provides free, independent support and advice for individuals and businesses in Northern Ireland in addition to being empowered to investigate complaints over a range of sectors.

The Role - Responsible for the delivery of the annual work programme within the Postal Services team, managing people, projects, resources and budgets to deliver timely high-quality outputs. Duties will include but will not be limited to:

  • Support the Chief Executive, Board and Senior Leadership Team.
  • Lead a team in the delivery of the annual forward work programme and a value for money service, underpinned by key performance indicators.
  • Budgetary management and corporate governance oversight.
  • Set the direction for the policy team, ensuring effective partnership working with other parts of the organisation, and with stakeholders.
  • Analyse qualitative and quantitative data from a wide range of sources in order to produce insights and reports to inform policy development.
  • Build and maintain a strong expert knowledge of your relevant policy area, investing in continuing professional development where appropriate.
  • Use consumer research to respond to legislative and/or societal changes including responding to consultations and representing NI consumer impacts.
  • Proactively look to maximise the organisation's strategic objectives of empowering, representing, understanding and protecting consumers.
  • Develop trusted and collaborative relationships with government, regulators, service providers, consumer bodies and other similar organisations.
  • Manage stakeholder relationships within government and industry to influence positive change to public policy and regulation in Northern Ireland.

The Person

As the successful candidate you will have the following background and experience:

Essential:

  • Experience of managing projects in the sector of Postal Services. Alternatively, experience of managing projects in regulated markets and/or sectors that supply products and services required to meet social, public and/or corporate policy objectives.
  • Recent experience of line managing, coordinating, and delivering multiple projects across teams, within agreed timescales and budget.
  • Strong written and oral communication and presentation skills, and recent experience of preparing policy focused research reports and presenting data and evidence to non-technical audiences and senior management.
  • Experience of using research, insights, or trends to develop policy changes and deliver positive outcomes for consumers, service users and/or businesses.
  • Recent experience of developing and maintaining effective stakeholder relationships to deliver positive outcomes for consumers, service users and/or businesses.
