  • Salary: £55,611 pro rata
  • Contract: Temporary - 12 Months
  • Hours of work- Monday - Friday 9am-5pm ( Hybrid available and great flexibility)

Ards and North Down Borough Council is seeking to appoint an experienced and motivated Capital Accountant to join our Finance team on a temporary one-year basis. This is an exciting opportunity for a highly skilled finance professional to play a key role in supporting the delivery of major capital programmes and ensuring robust fiscal management across the organisation.

We are looking for an agile and solutions-focused individual who can confidently operate within a fast-paced and complex environment. The successful candidate will possess strong technical accounting expertise, excellent communication skills, and the ability to work collaboratively with a wide range of stakeholders.

This role will suit a proactive finance professional who is comfortable managing significant budgets, navigating multiple financial systems, and providing high-quality financial advice to senior management and operational teams.

Key Responsibilities

  • Lead and support the management of the Council's capital accounting function.
  • Prepare, monitor, and control capital budgets and expenditure.
  • Provide professional financial advice and detailed financial information to management and stakeholders.
  • Manage fixed asset accounting processes and treasury-related activities.
  • Support financial planning, reporting and governance requirements.
  • Supervise and support finance staff, ensuring effective team performance and development.
  • Work across multiple financial systems and contribute to process improvements and problem-solving initiatives.
  • Deliver timely and accurate financial analysis to support strategic decision-making.

Essential Criteria

Applicants must demonstrate:

  • A recognised Professional Accountancy Qualification such as:
    • ACCA
    • CIPFA
    • CIMA
    • ICAEW
    • ICAI
    • ICAS
    • or equivalent professional qualification.
  • A recognised spreadsheet qualification.
  • At least 1 year's relevant capital accounting experience, including preparation of capital budgets and budgetary control.
  • At least 1 year's experience providing professional financial advice and information.
  • At least 1 year's experience of fixed assets accounting.
  • At least 1 year's experience managing a treasury function.
  • At least 6 month's experience supervising or managing a team.
  • A minimum of 2 year's experience within a finance setting in a complex organisation.
  • Experience working within a finance setting managing or supporting an organisational budget of at least £5 million.
  • Experience working within a finance environment in an organisation employing more than one hundred staff.
